Dutch Warning to the United States: Unacceptable

According to a report by Reuters on the 23rd, Dutch Minister for Foreign Trade and Development Cooperation Sigrid Kaag met with US Secretary of Commerce Gina Raimondo and several members of Congress in Washington that day, expressing concerns about the proposed US legislation called the Hardware Tech Control Multilateral Cooperation Act. The legislation would require US allies, including the Netherlands, to synchronize their export control measures with those of the US targeting China. The report stated that the MATCH Act was proposed in April of this year, aiming to establish mechanisms to compel US allies to simultaneously restrict exports to China, thereby increasing the difficulty for Chinese chip manufacturers to produce AI semiconductors. Bloomberg reported that the Dutch government criticized the legislation for having "extraterritorial effects" and imposing restrictions on the sovereign trade policies of other countries. Kaag, in an interview with the media in Washington, stated that certain provisions of the legislation indicate that the US may lead decision-making on matters concerning Dutch national security and the operations of local businesses. He added that the Netherlands and the US originally had a good cooperation relationship, and if this cooperation evolves into mandatory bundling, "it is unacceptable to the Netherlands."
