Recently, the General Offices of the Ministry of Commerce and 8 other departments jointly issued a notice on the announcement of the list of pilot cities for reforming the circulation of automobile consumption. 40 cities have been selected to carry out pilot reforms in automobile circulation, focusing on areas such as management of car purchases and use, circulation of used cars, recycling of scrapped cars, as well as car modifications, RV camping, car rentals, and other post-market sectors, in order to lead by example and stimulate the vitality of the automobile consumption market. The notice stipulates that each pilot city should consider its local industrial characteristics, market conditions, resource endowments, and geographical location, and address key issues related to unreasonable restrictions in automobile consumption, focusing on key directions, further refining the goals and tasks, and improving innovative reform measures. They should strengthen guarantees for land, funding, and other elements, make good use of related support policies, cultivate new scenarios and models for automobile consumption, and drive the integrated development of commerce, travel, culture, and sports. The notice also requires relevant provincial-level departments to strengthen organizational leadership and guide relevant cities in further perfecting their pilot schemes. They should also provide regular tracking, evaluation, and service support, give appropriate support to the pilot cities in related policy implementation, and create convenience and support for the smooth implementation of the pilot work. In the next step, the Ministry of Commerce will, together with relevant departments, increase guidance and support for pilot areas, promote the implementation and refinement of pilot tasks, and create a set of replicable and scalable innovative reform practices to better stimulate the vitality of the entire automobile consumption chain, and provide strong support for the high-quality development of the automobile industry.
