Iran's Tasnim News Agency, affiliated with the Islamic Revolutionary Guard Corps, cited informed sources as saying that in the final stages of negotiating a memorandum of understanding with the United States, Iran secured modifications to the terms regarding the management of the Strait of Hormuz and added provisions to safeguard Lebanon's sovereignty and territorial integrity. The source stated that the management provisions for this strategic waterway were among the last revisions to the agreement text, and after Iran proposed relevant suggestions, adjustments were made to the draft agreement. The source also mentioned that as negotiations entered the final stage, the memorandum included the statement "safeguarding Lebanon's sovereignty and territorial integrity." Reports indicated that the addition of the Lebanon-related terms was a key reason for Iran's decision to temporarily postpone military retaliation. Previously, Israel had attacked the southern suburbs of Beirut, prompting Iran to consider military action. The report stated that Iran viewed this provision as a concession beneficial to Lebanon and thus avoided further escalation of the situation.
