Hainan's "15th Five-Year Plan" for the development of high-tech industries has been released, and it aims to build a high-tech industrial system of "345X".

Recently, the "Hainan Province's Development Plan for High-Tech Industries in the 15th Five-Year Plan" was officially released. Over the next 5 years, Hainan Province will focus on the strategic positioning of constructing the "Three Zones and One Center" and the development framework of "45432", hierarchically building multi-level industrial clusters, implementing six major projects including technology innovation leadership, artificial intelligence +, and accelerating the construction of the "345X" high-tech industry system, striving to achieve a high-tech industry revenue scale exceeding 1 trillion yuan by 2030. The plan proposes to rely on the advantages of the Hainan Free Trade Port policy system, resource endowment, and geographical location, and to tailor-make three major billion-level industrial clusters including digital economy, petrochemical new materials, and high-end consumer goods processing. It also aims to enhance the modern biopharmaceuticals, commercial aerospace, deep-sea technology, energy conservation and environmental protection industries to achieve four five-hundred billion-level industrial clusters. Additionally, it will optimize clean energy, new energy vehicles, maintenance and remanufacturing, low-altitude economy, and southern agriculture industries to develop five hundred billion-level industrial clusters. The plan also includes forward-looking layouts for bio manufacturing, hydrogen energy, brain-machine interfaces, embodied intelligence, and other future industries to cultivate and develop new industrial dynamics. Specifically, the plan emphasizes upgrading the quality of the three major billion-level industrial clusters. By 2030, the core industry revenue of the digital economy is expected to exceed 400 billion yuan. It actively explores new formats and models of the digital economy in the era of artificial intelligence, constructs an electronic information manufacturing industrial cluster focusing on advanced packaging, and integrates AI technology into the development of industry-specific AI models, exporting large models, AIGC, OPC innovation, and other emerging formats.
