In the field of greenhouse gas monitoring and measurement in China, mainstream monitoring equipment and core methods of satellite-based, airborne-based, and ground-based monitoring have long relied on foreign technology, leading to difficulties in achieving independent and precise quality control of carbon emission monitoring data at the national, regional, and industry levels. The State Administration for Market Regulation has organized domestic technological forces to carry out key technological breakthroughs in integrated monitoring of greenhouse gas concentrations in the atmosphere, emission inversion algorithms, and monitoring equipment, successfully breaking through the core technology of high-resolution domestically produced satellites for CO2 and CH4 column concentrations and emission inversion, shattering the technological monopoly of foreign countries in the field of medium-scale CO2 flux detection with simultaneous detection of laser radar concentrations and wind fields. The research team has successfully developed medium-scale laser radar monitoring facilities, on-site measurement and measurement IoT devices, as well as algorithms for inversion and verification of greenhouse gas emission inventories in regional and industrial sectors. The related products can be used for high-precision, rapid monitoring and measurement of greenhouse gas emissions in national, provincial, industrial, energy, transportation, and residential sectors. The research team took the lead in drafting two meteorological industry technical standards, "Atmospheric Composition Observation Standard Greenhouse Gas" and three group standards with international advanced technology, including "Carbon Emission Accounting Data Verification Method for Carbon Emission Calculation in Flat Glass Production Enterprises," and was approved as the first set of major equipment in the energy sector in Fujian Province, providing key technical support for standardizing greenhouse gas observation, precise accounting of carbon balance, scientific evaluation of emission reduction effectiveness in China. Currently, the related research results have been applied in national, provincial, and municipal meteorological and environmental protection departments, as well as in steel, coal, flat glass, and other industry enterprises, achieving good demonstration effects.
