On May 28th, the joint investigation and disposal team in Linping District of Hangzhou, Zhejiang Province reported on a case involving suspected illegal use of human assisted reproductive technology and resulting disputes. In recent days, under the guidance of provincial and municipal departments, the joint investigation and disposal team has further carried out inspections and disposal in accordance with the law. Health, public security, and other departments have dispatched multiple investigation teams to the location of the case for investigation and evidence collection. The current progress of the investigation is as follows:
Regarding the case of illegal use of human assisted reproductive technology, the investigation revealed that Yan organized others to illegally use human assisted reproductive technology in a rented house as an underground laboratory. The location did not obtain relevant operating qualifications such as a "Medical Institution Practice License," and the personnel involved did not have the necessary medical and health professional qualifications. Based on the existing evidence, the district health bureau intends to impose administrative penalties on Yan, confiscate drugs and medical equipment, and impose a fine of 3.22 million yuan. The case of Li suspected of practicing medicine without a medical license has been investigated and evidence has been collected. The case of Hangzhou Shengbao Medical Health Technology Co., Ltd. involving other cross-district clues has been transferred to the municipal department for handling. The public security organs have filed a criminal investigation for illegal operation against the underground laboratories and associated operating entities related to illegal medical practices, and three suspects have been criminally detained according to law. The case is still under further investigation.
As for the case of the injured persons on the scene, the public security organs have filed a criminal investigation for suspected intentional injury. According to the assessment, the injuries suffered by Yang constitute second-degree minor injuries, and the suspect Li has been criminally detained according to law.
