The Ministry of Transport and nine other departments have issued the "Three-Year Action Plan to Promote the High-Quality Development of Small and Micro Passenger Car Rental". The plan proposes that by 2028, efforts will be made to promote the establishment of a small and micro passenger car rental service network with reasonable layout, convenient and efficient operation, and safe and high-quality service. It aims to achieve coverage of civil aviation airports and high-speed railway stations, guide provinces and regions along popular routes to offer free or low-cost cross-border car returns, and to promote the "high-speed rail/civil aviation + ground rental car" model. Smart services will be comprehensively promoted, and small and micro passenger car rental will become an important choice for people's self-driving travel.
