Focus on the risks of minors' thoughts and behaviors, four departments issue the latest guidelines.

In order to implement the Law of the People's Republic of China on the Protection of Minors and the Law of the People's Republic of China on the Prevention of Juvenile Delinquency, to carry out the fundamental task of cultivating morality and nurturing people, and to strengthen the collaborative education system of families, schools, and society, the Supreme People's Court, the Ministry of Education, the Communist Youth League Central Committee, and the All-China Women's Federation recently jointly issued the "Guidelines for Strengthening Education and Guidance on the Ideology and Behavior of Minors Based on Case Examples". Minors' mental development is not yet mature and they are highly malleable. Based on the problems reflected in cases of minors' illegal activities, it is important to provide targeted education and guidance to minors on legal awareness, ideological concepts, behavioral habits, and mental health in order to strengthen their ideological and moral development. This is a key measure to cultivate and practice socialist core values, safeguard the healthy growth of minors, and prevent illegal activities. The "Guidelines" focus on the hidden risks of ideological and behavioral behaviors during the growth process of minors, and clearly define twelve key points for carrying out education and guidance work.
