Shenzhen's "Fifteenth Five-Year Plan" outline: It proposes to moderately advance the construction of new infrastructure, coordinate the development of Internet of Things, Industrial Internet, Satellite Internet, 10 Gigabit Optical Network, and Cross-border Optical Cable Channel.

The "15th Five-Year Plan for National Economic and Social Development of Shenzhen City" has been released. It proposes to increase investment in the construction of "Four Networks and One Test Field" which include information network, computing power network, new generation energy network, urban perception network, and innovation facilities test field, in order to build a basic infrastructure network that meets the needs of industrial development. It will coordinate the construction of Internet of Things, Industrial Internet, Satellite Internet, 10-gigabit optical network, and cross-border optical cable channels, and improve cross-border data flow public infrastructure. It will create a network of computing power combining supercomputing, intelligent computing, and edge computing. It will promote the integration of domestic operating systems, domestic artificial intelligence software and hardware ecosystems, and independently controllable digital twins with transportation, logistics, energy, ecological protection, water resources, emergency response, and public services, and promote the update of traditional infrastructure and the digitization transformation, creating a city perception network integrating digital and reality. It will build a number of cutting-edge technology and common basic technology supply platforms to create world-class clusters of major scientific and technological infrastructure.
