Li Chao, Deputy Director of the Policy Research Office of the National Development and Reform Commission, stated at a press conference that they have worked with relevant departments to compile a list of integrated circuit enterprises or projects and software enterprises that have enjoyed tax incentives for the past six years. Overall, the tax incentives have effectively reduced costs, promoted research and development, and stabilized expectations, effectively driving the rapid development of industries such as integrated circuits, basic software, industrial software, and artificial intelligence software. For example, by 2025, China's integrated circuit industry's sales revenue will exceed 1.7 trillion yuan, with a year-on-year growth of over 19%.
In order to maintain policy continuity, this year's list of incentives is generally consistent with previous years, focusing on three main areas of consistency. First, consistency in support orientation, such as requiring the total amount of research and development expenses to account for no less than 7% of a company's total sales revenue, and the proportion of research and development personnel to total employees to be no less than 25%. Clear quantity indicators for patents and copyrights will ensure that truly innovative technology companies benefit. Second, consistency in the scope of incentives, such as tax relief policies in the field of integrated circuits, still covering corporate income tax, import duties, deduction of research and development expenses, and phased payment of import value-added tax. Third, consistency in the level of incentives, such as in the field of integrated circuits, providing tax exemptions, reductions, and half reductions for enterprises or projects producing integrated circuits with process line widths smaller than 28 nanometers, 65 nanometers, and 130 nanometers.
