Hong Kong will revise the legislation to implement a complete smoking ban on construction sites.
The Hong Kong Special Administrative Region Government today submitted three legislative amendments to the Legislative Council, including the "Smoking (Public Health) (Amendment) Regulation 2026", the "Fixed Penalty (Smoking Offences) Notice 2026", and the "Building Sites (Safety) (Amendment) Regulation 2026". The above legislative amendments will impose clear legal responsibilities on main contractors, subcontractors, and any individuals, strictly prohibiting smoking on all construction sites to reduce the risk of fire and ensure the safety of workers and the public. The SAR Government will fully cooperate with the Legislative Council's deliberation process, and hopes that the Legislative Council will support and expeditiously pass the three legislative amendments, allowing the SAR Government to implement a smoking ban on all construction sites as soon as possible.
