Shandong clarifies 20 key areas for innovative breakthroughs in various scenarios.

At the regular policy briefing held by the Shandong provincial government on May 9th, it was learned that Shandong recently identified 20 areas for innovative breakthroughs in various scenarios. By supporting the cultivation and open application of these scenarios, the province aims to promote the breakthrough development of new quality productivity. Teng Shuangxing, Deputy Director of the Development and Reform Commission of Shandong Province, introduced that these 20 areas mainly focus on three aspects: high-quality development, efficient governance, and high-quality living. The goal is to create nationally important open leading areas for scenarios and major innovative sources for scenarios. In terms of high-quality development, the province will focus on enhancing industry quality and upgrading through 10 key iconic scenarios in various fields. Six of these areas will revolve around emerging future industries such as artificial intelligence, aerospace, and low-altitude economy. In terms of efficient governance, innovative scenarios in six key areas will improve service management quality and efficiency, involving emergency management, smart water conservancy, and ecological environmental protection. And for high-quality living, four typical scenarios in four key areas will enhance the supply of quality livelihood, focusing on areas such as medical health, elderly care, culture tourism, and new consumption, by introducing new scenarios such as emergency drug delivery, full scene smart care, and digital performing arts. Shandong has issued an action plan on supporting the cultivation and open application of scenarios to promote the breakthrough development of new quality productivity. The province will initiate the implementation of a scenario ecology promotion project focusing on the full chain of cultivation, openness, application, and ecology. It will build a comprehensive "experimental field" integrating scenario construction, research and development testing, validation evaluation, and incubation cultivation. In the next two years, 20 industry-level laboratories such as human intelligent robots and smart mines will be established to promote cutting-edge technologies from the "laboratory" to the "production line." Additionally, Shandong will encourage various government departments and state-owned enterprises to actively open up scenarios. It will implement a "scenario point supply" policy for disruptive technologies, provide special funding for benchmark scenarios, innovate "scenario loans" to guide patient capital and explore "scenario stockholding." Each year, more than 50 scenario opportunities and capabilities will be listed, with a goal of nurturing over 500 scenario projects by 2027, promoting the application of more than 200 new technologies, products, and business models. Teng Shuangxing emphasized that as a province with a large population and a strong manufacturing industry, Shandong has significant market size advantages and a plethora of applications scenarios in all sectors. The initial implementation of over 210 major scenario projects alone can leverage investments of over 750 billion yuan and generate a production value of nearly one trillion yuan.
