Recently, the Shanghai Internet Information Department's rumor platform has determined that this is a rumor, it is a fabricated false news. The term "415 elimination race" was proposed by some self-media outlets when the national standard GB 17761-2018 for electric bicycles was implemented on April 15, 2019. However, this standard has been replaced by the newly revised national standard GB 17761-2024 "Technical Specifications for Electric Bicycle Safety" on September 1, 2025. The Ministry of Industry and Information Technology has made it clear when explaining the new national standard that vehicles that do not meet the new standard and have already been purchased by consumers will not be forced to be eliminated, and can be accelerated to update and upgrade through policies such as trade-in programs based on local conditions. As for the use of vehicles that exceed standards, unlicensed vehicles, or modified non-motorized vehicles, these are illegal acts that will be dealt with by the public security traffic police department according to law.
