Zhang Dawei, director of the Ecological and Environmental Monitoring Department of the Ministry of Ecology and Environment, stated that during the "14th Five-Year Plan" period, the national PM2.5 concentration decreased by 20%, the number of heavy pollution days decreased by 25%; the proportion of surface water quality sections in classes I-III has been over 90% for two consecutive years, the main stream of the Yangtze River has been at class II for six consecutive years, and the main stream of the Yellow River has been at class II for four consecutive years; the proportion of high-quality water in nearshore waters reached 84.9%, an increase of 7.5 percentage points; the proportion of groundwater points in classes I-IV has been above 76% for five consecutive years; overall stability of agricultural land soil environment; continuous maintenance of second-class ecological quality; nighttime air quality in urban functional areas reached a standard compliance rate of 87.8%, an increase of 7.7 percentage points. The "Regulations on Ecological and Environmental Monitoring" has been introduced, establishing the world's largest and scientifically reasonable ecological and environmental monitoring network, utilizing intelligent technological methods, continuously releasing reform dividends, and reflecting the beauty of ecology through changes in monitoring, supporting the effectiveness of environmental protection through monitoring.
