Approaching the May 1st holiday, multiple departments are refining measures to prevent rainstorm and flood disasters.
On April 25th, the office of the National Committee for Disaster Reduction and the Ministry of Emergency Management organized consultations with meteorological, water resources, and other departments to analyze the development trend of recent heavy rainfall and flood disasters in the southern regions. They discussed and deployed key areas for prevention and response work, and detailed the implementation of the next steps. The consultations pointed out that from April 26th to 29th, a new round of heavy rainfall is expected in eastern parts of southwestern China, along the Yangtze River, in southern regions, and in southern China, with characteristics such as a large impact area, fast-moving heavy rainfall, and high overlap with previous rainfall areas. The consultations emphasized that as the May Day holiday approaches, the southern regions have entered the flood season, with some areas experiencing significantly higher rainfall and soil moisture levels, increasing the risk of disasters. It is necessary to have a clear understanding of the seriousness of the situation, further strengthen bottom-line thinking and extreme thinking, enhance risk assessment and prevention, and make every effort to carry out all flood control and disaster relief work. It is important to implement detailed flood prevention responsibilities, tighten the flood prevention and safety string, implement flood prevention responsibilities at all levels, urge responsible persons to fulfill their duties, tighten the responsibility chain, and implement responsibilities in monitoring and early warning, command and dispatch, inspection and investigation, emergency rescue, and other aspects of work. It is important to strengthen the investigation and rectification of hidden risks, focus on high-risk areas such as mountain torrents, narrow flood channels, and key areas such as nursing homes, construction sites, guesthouses, and scenic spots, comprehensively investigate risks, strengthen the investigation and rectification of hidden dangers, and implement control measures. It is necessary to decisively organize personnel to evacuate in advance, strengthen the "call and response" mechanism for disaster warnings to reach grassroots responsible persons, implement the dual control management of geological disaster "hidden points + risk areas," and pre-emptively arrange the relocation of key populations to prevent mass casualties. It is important to strengthen the inspection, defense, and emergency response of reservoirs and dams, enhance daily maintenance and inspection, and reinforce defenses. During the main flood season, high-risk reservoirs must operate empty as required, strengthen embankment inspection for risks, and pre-position emergency rescue forces and materials and equipment.
