Covering hair dye, cosmetics, toothpaste, etc., China plans to add 27 new cosmetic standards this year.

The State Administration for Market Regulation recently released the 2026 plan for the formulation of cosmetic standards in China, intending to revise 27 standards covering hair dye raw materials, cosmetic raw materials, general technical requirements for toothpaste, and inspection methods, to provide more accurate technical support for the regulation of cosmetics in China. According to the Cosmetic Supervision Department of the National Medical Products Administration, new raw materials for cosmetics need to be registered or filed before being used in China. Chen Yafei, Deputy Director of the Cosmetic Safety Technology Evaluation Center of the China National Institutes for Food and Drug Control, introduced that in 2026, China plans to add 6 new hair dye ingredients, including 2-methoxy-methyl-phenylenediamine and its sulfates, as well as HC Blue 16, further enriching Chinas list of approved hair dyes.
