CITIC Securities: Promotion and appointment of cadres are linked to carbon emissions standards to strengthen the responsibilities of green transformation.

CITIC Securities research report stated that on April 23, 2026, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Comprehensive Evaluation and Assessment Measures for Carbon Peaking and Carbon Neutrality", which for the first time included the dual control requirements of carbon emissions into the party's internal regulatory system. This marks the transition of dual carbon work from the top-level design stage to the stage of institutional rigidity constraints, achieving a systematic switch from dual energy control to dual carbon emissions control. The "measures" establish 5 control indicators and 9 support indicators, explicitly linking the assessment results directly to notification, interviews, cadre selection and appointment, etc. The determination and execution of local governments' green transformation will face unprecedented rigid constraints, which will have profound structural impacts in areas such as energy transformation, industrial upgrading, and the carbon market.
