Hainan: Expanding the types of duty-free shopping available to residents on the island to promote duty-free goods to be sold outside the island through cross-border e-commerce.
Recently, the "13th Five-Year Plan for the Development of the Service Industry in Hainan Province" has been open for public opinions. It mentions the goal of expanding and strengthening duty-free consumption. This includes expanding the categories of duty-free shopping for island residents, adjusting the list of daily consumer goods with zero tariffs dynamically. The plan also includes support for the establishment of duty-free shops in key tourist cities, exploring new retail models such as "online display + fast delivery". Furthermore, it aims to attract more inbound tourists, expand the unilateral visa-free entry policy, optimize regional visa-free entry policies, and issue 5-year multiple-entry visas to more eligible individuals. The plan also involves promoting duty-free goods through cross-border e-commerce platforms to reach markets outside the island and overseas, supporting the establishment of cross-border e-commerce online and offline experience stores, and gradually building a multi-level supply system involving "island duty-free + duty-free daily necessities for island residents + cross-border e-commerce". During the "13th Five-Year Plan" period, the goal is to attract 2-3 high-end brand direct duty-free operation centers, 1 international top duty-free group distribution center, 2-3 domestic duty-free group international duty-free transfer centers, domestic trend business units, and special goods duty-free units annually.
