The U.S. State Department issued a joint statement on the progress of negotiations between the Democratic Republic of the Congo and the Movement of the Revolutionary Forces of the Congo on March 23. The State Department stated that all parties have agreed not to carry out any attacks, destruction, or displacement, and not to destroy or abandon any supplies necessary for the survival of civilians. All parties have agreed to facilitate the passage of humanitarian personnel, supplies, and humanitarian aid convoys, and allow them to travel freely.
