The Liaoning Provincial People's Government Office issued the "Implementation Plan for the Establishment of Long-Term Care Insurance System in Liaoning Province". In 2026, provincial and Shenyang city will be the first to establish a long-term care insurance system among employed individuals. In 2027, cities with conditions will be urged to establish a long-term care insurance system among employed individuals. By 2028, the long-term care insurance system will cover all employed individuals in the province, guiding Panjin City in completing the transition of national long-term care insurance pilot policy; encouraging cities with conditions to include unemployed individuals in the coverage.
