Two departments: to implement the urban renewal action supported by central finances in 2026, each city can receive a maximum subsidy of 1.2 billion yuan.

On April 17th, the Ministry of Finance announced that the Ministry of Finance and the Ministry of Housing and Urban-Rural Development issued a notice on implementing the Urban Renewal Action supported by central finance in 2026. In terms of subsidy standards and support scope, the notice specifies that the central government will provide fixed subsidies to cities implementing urban renewal actions according to different regions. In the eastern region, the total subsidy for each city will not exceed 8 billion yuan, in the central region it will not exceed 10 billion yuan, and in the western region it will not exceed 12 billion yuan. Funds will be allocated annually based on the progress of the work. The central finance funds will support the construction of key model areas and mechanism building for selected cities. As for the application requirements, the notice stipulates that in 2026, the scope of central finance support for urban renewal work will be limited to cities at the prefectural level and above, with no more than 15 cities selected. Each province and the Xinjiang Production and Construction Corps can recommend one city for evaluation, and the applicant city must meet the following basic conditions: establish organizational leadership and coordination mechanisms to promote urban renewal work, develop work plans for the implementation of central finance-supported urban renewal actions, with a focus on the city's old urban areas; the city's financial resources meet the needs of urban renewal investment, the local government's debt risks are manageable, and new government implicit debts should not be created due to urban renewal activities; and no major production safety accidents or negative public opinion events have occurred in the field of housing and urban-rural development since January 1, 2024.
