Shandong introduces action plan: To cultivate and create more than 500 registered scenarios by 2027.

The General Office of the People's Government of Shandong Province recently issued the "Action Plan on Supporting the Cultivation of Scenarios, Promoting Open Applications, and Promoting Breakthroughs in New Productivity". The goal is to build the "Qilu Scene" service platform by 2027, create a provincial-level scene library, cultivate over 500 scenes for inclusion, plan and implement around 20 scene innovation laboratories with national influence, open up more than 100 items each of major scene opportunity lists and major scene capability lists, promote the application, promotion, iteration, and upgrade of at least 200 new technologies, products, formats, and models in Shandong, and launch around 100 scene projects with leading roles and replicable and scalable characteristics. By 2030, we aim to construct and form a diverse, inclusive and empowering scene innovation ecosystem with Shandong characteristics, establish a new pathway of "technological breakthroughs-scene validation-industrial application-system upgrade", and become an important national leader in open scene areas and a major source of innovation for significant scenes. The plan proposes to deepen the implementation of the "AI+" action, strengthen basic support capabilities such as computing power, data, algorithms, etc., expand the application of scenes in the fields of science and technology, industry, consumption, livelihood, governance, etc., and nurture a number of artificial intelligence scene innovation ecological spaces. Focusing on the fields of aerospace manufacturing, satellite applications, and low-altitude flight service support, scenes such as rocket satellite manufacturing and Beidou navigation applications will be created. Accelerate the construction of characteristic industries such as the Yantai Oriental Aerospace Port and the Rizhao Runway Integration, build a provincial intelligent network system, create iconic scenes such as the Yantai to Dalian cross-sea low-altitude logistics corridor, and low-altitude government "comprehensive flight" project. Open road rights in an organized manner, promote three types of scene pilots such as "province-wide end unmanned delivery", "all-scene unmanned driving", and "vehicle-road-cloud integration", create iconic scenes such as the Jinan intelligent network-linked public transportation, Qingdao smart port, Yantai Port AGV intelligent transportation, and Jining inland smart multimodal transport. Explore the creation of new technology application scenes such as renewable energy generation and green hydrogen production, diversified energy storage, offshore floating wind power, perovskite battery components, etc., carry out energy and power new scenes such as microgrids, green power direct connections, virtual power plants, generation-network-load-storage integration, establish a future technology powerhouse industrial city in the Bohai Bay, create long-distance nuclear energy heating scenes such as "Nuclear Warmth in Qing" and "Nuclear Warmth in Wei", and explore new scenes such as "ocean energy + ocean ranch".
