The General Office of the State Council issued the "Several Measures to Accelerate the Construction of a Graded Diagnosis and Treatment System". This morning, the State Council Information Office held a regular policy briefing on the State Council's policies to interpret the document. The relevant person in charge of the National Health Commission introduced that China adheres to the policy orientation of "strengthening county-level and grassroots healthcare", promoting graded diagnosis and treatment through the construction of county-level medical consortiums, with the goal that by 2025, the proportion of primary diagnosis and treatment in counties will exceed 63%. It was reported that currently, 2199 counties nationwide are in the process of constructing and operating county-level medical consortiums, covering all counties and county-level cities. Among the nearly 3,000 county-level medical consortiums across the country, there are 2300 led by county-level comprehensive hospitals, over 600 led by county-level TCM hospitals, covering 33,000 grassroots health care institutions, with over 1100 county CDCs and over 1600 county Maternal and Child Health hospitals participating in the construction. Various regions are continuously promoting the sinking and sharing of resources. By 2025, over 90% of the grassroots member units of county-level medical consortiums nationwide will have personnel from superior hospitals stationed long-term, totaling over 70,000, and around 80% of counties will have initially established shared resource centers for imaging, ECG, and laboratory, providing services to the public nearly 330 million times. Various regions are strengthening the construction of key specialized departments and characteristic departments at county-level hospitals, establishing discipline-support mechanisms. Over 1800 counties are being promoted to establish referral and consultation centers, providing continuity of services for the public seeking care across institutions. Various regions are strengthening the connection of medication at the grassroots level. By 2025, 70% of the counties nationwide will have basically established central pharmacies, with township health centers and community health service centers equipped with an average of around 300 types of drugs, village clinics equipped with an average of around 100 types of drugs, dynamically adjusting according to changes in the disease spectrum of the population. In the next step, China will continue to strengthen the construction of the county-level medical consortiums to better achieve the goal of "solving common illnesses at the city and county levels, and everyday diseases at the grassroots level".
