The statement said that earlier in the day, Healey claimed that the UK had "repelled" a Russian submarine "invading" in neutral waters of the North Atlantic, a claim that is "neither believable nor verifiable" and seems to be aimed at shaping public opinion. The statement said that the UK seems to be particularly sensitive to the presence of Russian vessels in international waters and has recently issued highly provocative threats against "merchant ships operated for Russian companies and their partners." If these threats are acted upon, "there will be consequences." The statement also said that Russia has not threatened important underwater infrastructure in the UK. However, it should be remembered that the responsibility for the actual attack on underwater infrastructure, such as the Nord Stream gas pipeline, lies with Western countries, and "this matter is not yet resolved." Healey said that the UK, along with allies such as Norway, conducted a military operation to prevent Russian submarines from operating in the North Atlantic. Healey also said that the UK and its allies have been monitoring and "restraining" Russian submarines suspected of engaging in suspicious activities in the relevant maritime areas for over a month.
