The outline of the 15th Five-Year Plan for the National Economic and Social Development of Beijing Municipality was released today in full. According to the Municipal Development and Reform Commission, the outline adheres to the organic connection between strategic goals and implementation on the ground, detailing, specifying, and projectizing tasks, planning 100 major projects in 12 areas with a total investment exceeding 4 trillion yuan, ensuring that the goals and tasks of the outline are achieved. The outline further establishes a high-quality development orientation, strengthens the connection between goals and indicators, integrates tasks and measures, matches project layouts, deploys 13 major strategic tasks around key areas and key links of economic and social development, places greater emphasis on serving the overall work of the Party and the state at a higher level, promoting high-quality development with greater effort, enhancing the well-being of the people with better services, improving governance with more practical measures, and coordinating development and security at a higher level.
