Accumulated refunds exceeded 300 million yuan, the State Administration for Market Regulation rectifies issues such as irregularities in residential water, electricity, and gas fees.
From May 2025 to January 2026, the State Administration for Market Regulation deployed comprehensive rectification work on residential water, electricity, and gas metering and billing issues nationwide in response to significant public complaints about inaccurate metering and irregular charges. Through initiatives such as "four nots and two directs" and "look back", the administration cracked down on illegal behaviors such as failure to conduct initial inspections before meter installations, non-standard pricing, and failure to comply with government pricing and guidance pricing. With a zero-tolerance attitude towards companies found to engage in illegal charging practices, the administration pushed for refunds and prompted related enterprises to collectively refund approximately 3.01 billion yuan. In total, around 14,000 cases of illegal activities in the water, electricity, and gas sectors were investigated, resulting in fines totaling approximately 2.35 billion yuan.
In the next phase, the State Administration for Market Regulation will prioritize monitoring and inspecting residential water, electricity, and gas metering and pricing, incorporating it into daily oversight efforts. By organizing follow-up inspections and tracking the progress of rectification measures, the administration aims to prevent the resurgence of illegal activities. Additionally, efforts will be made to enhance institutional system construction, optimize regulatory measures, strengthen policy dissemination, and guide enterprises towards compliance, in order to continuously regulate the development of the water, electricity, and gas industries.
