Recently, the Ministry of Education issued a notice to deploy a special action for fair enrollment in primary and secondary schools. The notice mentions the importance of ensuring fair access to education for key groups. It emphasizes the full implementation of the policy for the enrollment of relocated children, with a focus on using the residence permit as the primary basis. Further simplification of proof materials is required, and in areas where conditions permit, relocated children should only need a residence permit to enroll in compulsory education, with additional or limiting conditions being canceled. In areas with a high influx of population, efforts should be made to increase the supply of public school places and enrollment plans, continuously increasing the proportion of relocated children enrolled in public schools. To help with the urbanization of migrant workers, conditions for participating in the high school entrance exam in the destination city should be relaxed according to local conditions.
