The "Rules" include funeral homes, cemeteries, ossuaries, businesses selling funeral supplies, and other organizations and individuals engaged in funeral-related services, covering all aspects of "death, funeral, burial, and memorial" to ensure no regulatory blind spots. The "Rules" are based on regulatory enforcement practices and further detail the requirements for transparent pricing. There are general provisions and specific provisions that aim to bridge the information gap between bereaved families and operators. The general provisions are applicable to all operators in the funeral industry, while the specific provisions apply to different types of operators such as funeral homes, cemeteries, ossuaries, funeral intermediaries, as well as specific goods and services such as urns, burial shrouds, burial plots, and memorial sites. The "Rules" further strengthen the responsibilities of operators to prevent overcharging and exorbitant fees. For example, operators are required to clearly and comprehensively display prices for funeral supplies and services, publicly disclose service supervision and complaint hotline numbers, promote the use of standardized funeral service contracts, conduct centralized fee disclosure online, establish internal price supervision systems, and prohibit price fraud through pricing. The "Rules" will be implemented starting from May 31st. Market regulatory authorities will work together with the Ministry of Civil Affairs to strengthen legal education publicity, provide compliance guidance, enhance regulatory enforcement, continuously monitor and evaluate, and promote the implementation of the requirements of the "Rules", with timely revisions and improvements as necessary.
