The General Office of the People's Government of Henan Province has issued the "Opinions on Accelerating the High-Quality Development of Civil Affairs in the New Era". The opinions propose that by 2027, the supply of civil services in the fields of elderly care, social assistance, social welfare, and social affairs will continue to be optimized, and the level of social governance will be effectively improved; by 2030, a comprehensive policy and institutional system, an equitable and accessible service guarantee system, a standardized and efficient supervision and management system, and a coordinated and efficient social participation system will be established. Various civil service networks will be effectively connected and operated, the level of equal access to basic public services will be significantly improved, and the growing needs of the people for a better life will be better satisfied.
