Today, at the 2026 Zhongguancun Forum on Innovation and Development of Cross-border Data Flow, a relevant official from the Cyberspace Administration of China shared three core experiences in cross-border data flow work: 1. Overall development and security: China has a strong demand for cross-border data in various fields. It is necessary to use efficient, convenient, and secure cross-border flow to promote high-level openness and digital economic development, while also guarding against the security risks of important data and mass personal information leaving the country, achieving a dynamic balance between high-quality development and high-level security. 2. Encourage local innovation and exploration: Support active regions for data export such as Beijing, Shanghai, Guangdong, and Hainan in introducing facilitation measures tailored to local conditions, such as negative lists, establishing service centers, and implementing application scenarios, to form replicable experiences and improve the national system for data export management. 3. Uphold open cooperation: Actively participate in the formulation of international rules and standards for cross-border data flow, align with international high-standard economic and trade rules, deepen cooperation with the EU, China-ASEAN, etc., and through negotiation, reach consensus on rules based on the principles of equality and mutual benefit. Explore the establishment of special institutional arrangements with relevant countries and regions in accordance with the principle of mutual benefit, and build a win-win cooperation pattern in the field of data.
