In 2025, the digital consumption scale of residents in China reached 25.3 trillion yuan, an increase of 8.7% year-on-year, with digital service consumption growing by 12.5%, becoming the main driving force for digital consumption growth. E-commerce has stimulated offline consumption to be more active, with offline digital consumption increasing by 13.8%. In order to implement the decisions and arrangements of the Party Central Committee and the State Council, in August 2025, the Ministry of Commerce and 8 other departments issued the "Guiding Opinions on Vigorously Developing Digital Consumption to Co-create A Better Life in the Digital Era." Local governments and departments attached great importance and worked together, with more than 40 supporting documents and standards being issued by relevant departments. Digital technology has deeply integrated into sectors such as culture, tourism, healthcare, and urban services, with new scenarios such as immersive cultural tourism, intelligent diagnosis and treatment, and drone delivery widely adopted. Institutional improvements in areas such as digital governance, data security, and intellectual property rights continue to be made, helping to build a safe, standardized, healthy, and inclusive digital consumption ecosystem. In the next step, the Ministry of Commerce will continue to deepen interdepartmental coordination, focus on optimizing supply, expanding scenarios, improving support, and regulating the environment, to promote the quality and expansion of digital consumption, better serve the construction of a new development pattern, and support high-quality development.
