Ministry of Finance: In principle, by 2026, each central department should publicly disclose performance targets for state-owned capital management budget projects and other projects in a proportion of no less than 60% of the total number of projects to the public.
According to the relevant person in charge of the Ministry of Finance, when answering questions from reporters about the central budget for 2026, it was stated that the public disclosure of performance targets is an important part of budget transparency and a strong measure to improve the readability of budget information and enhance public supervision. In 2017, the Ministry of Finance organized central government departments to publicly disclose project performance targets for the first time. Since then, the disclosure has gradually increased, with the number of publicized performance targets increasing from 10 in 2017 to 809 in 2025. In 2026, central government departments should, in principle, publicly disclose performance targets for primary projects in general public budgets, government fund budget projects, and state-owned capital management budget projects in a proportion of no less than 60% of the total number of projects.
