On March 22, Minister of Finance Lan Fuan attended the Annual Meeting of the China Development Forum 2026 and delivered a speech entitled "Playing the Role of Active Fiscal Policy to Promote High-Quality Development of the Chinese Economy in the Fifteenth Five-Year Plan". Lan Fuan pointed out that during the Fifteenth Five-Year Plan period, in the design and implementation of fiscal policies, we will focus on expanding domestic demand, investing in people, and promoting openness and sharing. Firstly, we will pay more attention to expanding domestic demand, promoting the smooth flow of the domestic circulation, and enhancing the endogenous driving force of development. Secondly, we will pay more attention to investing in people, intensifying efforts to improve people's livelihoods and expand human capital accumulation, laying a solid foundation for sustainable development. Thirdly, we will pay more attention to promoting openness and sharing, sharing the "Chinese opportunities" with countries around the world, and promoting common development. Lan Fuan emphasized that China has always been a positive driver and the greatest certainty for the prosperity and stability of the world economy. During the Fifteenth Five-Year Plan period, China's fiscal policy will adhere to an active tone, strengthen countercyclical and cross-cycle adjustments, and promote the qualitative and efficient improvement as well as the rational growth of the economy.
