The Cyberspace Administration of China guides website platforms to comprehensively standardize the labeling of short video content.
Currently, there are inconsistent standards and criteria for labeling short video content on website platforms, with some videos containing fictional performances, staged marketing, AI-generated content, etc. not being properly labeled. This seriously misleads public awareness, disrupts social order, and pollutes the online ecosystem.
In response, the Cyberspace Administration of China plans to guide website platforms in comprehensively standardizing the labeling of short video content. Firstly, standardizing the tags used for labeling short video content and specifying the types of tags that must be set. Secondly, making content labeling a mandatory step in the process of publishing short videos, guiding users to label the content of their videos. Thirdly, conducting batch retrospective labeling of existing short video content to promote achieving full labeling.
Six key platforms including Douyin, Kuaishou, Tencent, Xiaohongshu, Bilibili, and Weibo have actively fulfilled their main responsibilities. Over the past month, they have thoroughly cleaned up over 37,000 illegal short videos involving fake performances, etc., handled more than 3,400 illegal accounts, supplemented labels for over 600,000 short videos, and published 18 governance announcements, exposing a large number of typical cases. Building on this foundation, these key platforms are taking the lead in optimizing the content labeling function for short videos, moving the content labeling entrance to the first-level page of short video publishing to make it easier for users to label content.
In the next step, the Cyberspace Administration of China will clearly define specific work requirements and progress arrangements, uniformly deploy and promote the standardization of short video content labeling nationwide, and concurrently conduct inspections and evidence collection, imposing severe penalties on accounts that do not comply with labeling requirements and on website platforms with inadequate implementation of main responsibilities, publicly exposing them.
