Sichuan issues new regulations on the management of universal childcare service fees, strictly regulating charging and refund behaviors.

The Development and Reform Commission of Sichuan Province and the Health Commission of Sichuan Province recently jointly issued the "Notice on Strengthening the Management of Universal Childcare Service Fees", strictly regulating fee refund behaviors. Public and privately-run universal childcare service institutions shall collect childcare fees, accommodation fees, and meal fees on a monthly basis, with a maximum of 3 months, and when refunding, childcare fees and accommodation fees shall be refunded on a monthly basis, and meal fees shall be refunded based on the remaining days. Kindergartens shall collect fees on a monthly or semester basis, shall not charge in advance for the next semester, and refunds shall be made in accordance with the kindergarten's fee related regulations.
