Thoroughly implement the mentoring of "relatively weak townships" and "relatively weak villages", strengthen the comprehensive governance of "hollow villages". Improve the classification and dynamic adjustment mechanism, and orderly promote dynamic adjustment. Support mountainous and island counties in vigorously developing county-level industries with obvious comparative advantages, strong driving capabilities, and large employment capacities, striving to achieve 13 billion-level "one county, one industry". Implement the "one county, one policy" for mountainous and island counties. Accelerate the construction of two-way "development enclaves", with mountainous and island counties able to receive benefits exceeding 200 million yuan. Coordinate and organize resources to support the development of mountainous and island counties.
