The pilot project of providing prizes for insured invoices will be promoted in an orderly manner, and three types of violations will be monitored and investigated.
In order to further unleash the potential of consumption, starting from the beginning of 2026, the Ministry of Finance, the Ministry of Commerce, and the State Administration of Taxation have conducted a six-month pilot activity of rewarding invoices in 50 cities. The reporter learned from relevant departments on March 18 that as of March 12, the pilot cities for rewarding invoices had allocated a total of 18.5 billion yuan in prize money, attracting a total of 230 million participants, and the promotion effect of consumption is gradually becoming evident. The person in charge of the State Administration of Taxation's tax collection and technology development department stated that according to relevant laws and regulations, during the implementation of the rewarding invoice activity, relevant departments will focus on monitoring and punishing three types of violations: false issuance of invoices, unreasonable splitting or merging of invoices, and illegal redrawing of invoices. "Invoices cannot be casually invalidated or redrawn without a valid reason," the official explained. The so-called "redrawing of invoices" refers to the behavior of invalidating the original invoice due to factors such as sales return, billing errors, suspension of taxable services, and sales discounts.
