On March 15th-16th local time, the Chinese lead negotiator and Vice Premier of the State Council of China, He Lifeng, along with the lead negotiators of the United States, Treasury Secretary Steven Mnuchin and Trade Representative Robert Lighthizer, held economic and trade discussions in Paris, France. Guided by the important consensus reached by the leaders of China and the United States, the two sides engaged in frank, in-depth, and constructive discussions on economic and trade issues of mutual concern such as tariff arrangements, promoting bilateral trade and investment, and maintaining existing consensus from previous negotiations. They reached some new agreements and will continue to maintain dialogue. He Lifeng emphasized that under the strategic guidance of the important consensus between the leaders of the two countries, through five rounds of economic and trade negotiations last year, China and the United States have achieved a series of negotiation outcomes in the economic and trade fields, injecting more certainty and stability into the economic and trade relations between the two countries and the world economy. Recently, the Supreme Court of the United States ruled the tariffs imposed under the International Emergency Economic Powers Act as illegal, followed by the United States imposing a 10% import tariff on all trading partners under Section 122 of the 1974 Trade Act, and introducing negative measures related to 301 investigations, company sanctions, and market access restrictions. China has consistently opposed the unilateral tariffs imposed by the United States, urging the United States to completely lift such restrictions and measures, and will take necessary actions to resolutely defend its legitimate rights and interests. It is hoped that the United States and China will work together to implement the important consensus of the two leaders, expand cooperation and compress issues, and promote the healthy, stable, and sustainable development of China-U.S. economic and trade relations. The United States stated that a stable China-U.S. economic and trade relationship is very important for both countries and the world, as it helps promote global economic growth, supply chain security, and financial stability. Both sides should reduce friction and avoid escalating issues, and resolve their differences through negotiations. Both sides agreed to study the establishment of a cooperative mechanism to promote bilateral trade and investment, continue to utilize the China-U.S. economic and trade consultation mechanism, strengthen dialogue and communication, manage differences properly, expand practical cooperation, and promote the sustained and positive development of bilateral economic and trade relations.
