National Development and Reform Commission, Social Development Department: Support social forces to provide diversified and inclusive childcare services to achieve full coverage of municipal comprehensive childcare service centers.

Liu Dechun, Director of the Department of Social Development of the National Development and Reform Commission, stated at a press conference at the State Council Information Office that the construction of a fertility-friendly society will be strengthened in the following aspects. Firstly, strengthening fertility protection, expanding the coverage of fertility insurance system, reasonably increasing the level of pre-natal medical examination cost protection, promoting the application of assisted reproductive technology in an orderly manner, fully implementing maternity leave system, and providing better basic protection for families planning to have children. Secondly, improving childcare services, supporting the development of integrated services for kindergartens and nurseries, strengthening the supply of public childcare places, supporting social forces to provide diversified inclusive childcare services, achieving full coverage of city-level comprehensive childcare service centers, promoting a 6 percentage point increase in the enrollment rate of children under 3 years old in nurseries, and making inclusive childcare services more convenient and accessible. Thirdly, reducing the burden of raising and nurturing children, leveraging the role of policies such as personal income tax special deductions, exploring the establishment of a dynamic adjustment mechanism for parenting subsidies, improving family development policies, increasing support for families with multiple children in terms of education, housing, etc., effectively reducing the cost of family child-rearing and education.
