National People's Congress representative and Chairman of Chuanhua Group, Xu Guanju, believes that it is urgent to implement the deployment of the "east counting and west calculating" project, seize the opportunity of the global computing power industry revolution, and promote China's leap from a computing power giant to a computing power powerhouse. It is essential to accelerate the layout of silicon-based immersion liquid cooling technology. Xu Guanju suggests that silicon-based immersion liquid cooling should be included in the national key scientific and technological innovation catalog, and be listed as a key direction for core research and development and the cultivation of new productive forces in the forward-looking research during the "14th Five-Year Plan". It is necessary to establish a national research and development project to support joint efforts of industry, academia, and research to break through key technologies such as cooling liquid stability and system integration, and fill the gaps in the industrial chain. Xu Guanju proposes to strengthen the rigid constraints of the "east counting and west calculating" project, promote the layout of silicon-based liquid cooling hubs in the western regions, and improve the supply of green computing power. In the fields of computing power and energy storage, it is suggested to establish a national demonstration zone for the application of immersion silicon oil cooling technology, creating replicable high-efficiency, low-carbon data center cases, and playing a leading role in demonstration and guidance.
