According to media reports citing knowledgeable sources, US officials have drafted a regulatory proposal aimed at restricting the shipment of artificial intelligence chips worldwide without US approval. The legislation would grant Washington broad powers to determine whether other countries can and under what conditions establish facilities for training and operating artificial intelligence models. The proposed regulation would require companies to apply for a license from the US in order to export almost all artificial intelligence accelerators produced by companies like NVIDIA and AMD. This would expand the currently existing control measures covering approximately 40 countries to a global scale. President Trump has repeatedly stated that he wants the world to use American artificial intelligence, and the purpose of this proposal is not to ban exports of NVIDIA. Instead, the regulation would position the US government as the "gatekeeper" of the artificial intelligence industry: companies would need approval from the US Department of Commerce to purchase accelerators.
