It explicitly prohibits outdoor burning of straw, fallen leaves, and other materials that generate smoke and dust pollution in densely populated areas, around airports, near major transportation arteries, and in other areas designated by provincial governments and during specified time periods. At the same time, it addresses issues such as household smoke and odors for ordinary citizens by adding requirements for planning and site selection. It strengthens the prevention and control of noise pollution from construction sites to solve noise problems for ordinary citizens "at their doorsteps".
