Introduction to the draft of the Ecological Environment Code states that the pollution prevention and control section integrates, compiles, revises, and optimizes the provisions on pollution prevention and control in existing laws such as the Atmospheric Pollution Prevention and Control Law, Water Pollution Prevention and Control Law, Soil Pollution Prevention and Control Law, Solid Waste Pollution Environment Control Law, Noise Pollution Prevention and Control Law, Radioactive Pollution Prevention and Control Law, Environmental Protection Law, and Marine Environment Protection Law. First, it summarizes and refines the common pollution prevention and control system provisions in existing laws into general provisions, and elevates mature pollution prevention and control experiences proven effective in practice to legal system provisions. Secondly, in terms of structural organization, it first considers the three major pollution prevention and control battles of defending the blue sky, clear water, and clean land, followed by the governance of solid waste, noise, and radioactive pollution sources, and then makes targeted institutional provisions for pollution prevention in new areas such as chemicals, electromagnetic radiation, and light.
