Zhou Yunjie: It is recommended to improve the artificial intelligence standards system, clarify the responsibilities of multiple governance, and establish a hierarchical classification and risk-oriented management system.
At the 2026 National People's Congress, Zhou Yunjie, Chairman of the Board of Directors and CEO of Haier Group, brought several suggestions, involving new industrialization, artificial intelligence, aging population, science popularization education and other areas. Regarding artificial intelligence, Zhou Yunjie pointed out that artificial intelligence is integrating into various fields of economic and social development with unprecedented breadth and depth. However, the challenges of security, privacy, and ethics arising from the explosive growth of technology are increasingly prominent, bringing three levels of challenges: at the technical level, there are issues of technology misuse and lack of responsibility subjects; at the scenario level, global cultural differences and industry diversity increase governance complexity; at the system level, there are problems of inadequate adaptability and coordination effectiveness of artificial intelligence governance systems. To strengthen the defense line for the healthy and safe development of artificial intelligence, Zhou Yunjie proposed three suggestions: first, improve the artificial intelligence standard system, clarify multiple governance responsibilities, establish a risk-oriented management system with graded classification, and encourage key industry alliances to lead the formulation of vertical field safety and ethical special standards and practice guidelines. Second, strengthen the prevention and control at the technological source, promote the construction of original trustworthy capabilities on the supply side, and concentrate on breakthroughs in core protection technologies such as illusion governance and deepfake identification. Third, build a co-governance ecosystem, jointly carry out "regulatory sandbox" pilot projects, guide the establishment of an "ethics governance alliance," and form a diverse and co-governance benign ecosystem.
