On March 3rd local time, the Russian Central Bank announced that it had submitted an application to the EU General Court in Luxembourg on February 27th to declare EU Council Regulation No. 2025/2600 of December 12, 2025 invalid. The application was submitted under Article 263 of the EU Treaty. The announcement stated that the regulation indefinitely freezes the assets of the Russian Central Bank and excludes judicial protection, violating the principles of recourse to judicial rights, property rights, and immunity of sovereignty, and violating basic legal principles. The regulation was passed through procedural irregularities - it was not approved by all member states but by a majority vote, bypassing the requirement of Article 215 of the EU Treaty. The Russian Central Bank stated that this was a continued legal action against the EU's illegal actions against its sovereign assets.
