From January to November 2025, the procuratorate issued 20,700 guardianship supervision orders to guardians.

At the press conference, Shi Weizhong, a member of the Party Group of the Supreme People's Procuratorate and Deputy Chief Procurator, introduced that the procuratorial organs have comprehensively and accurately implemented the criminal policy of balancing severity and leniency, strengthened the prevention and control of juvenile delinquency, and from January to November 2025, a total of over 50,000 juvenile offenders were prosecuted, 14,000 were conditionally not prosecuted according to law, and supervision, inspection, and precise assistance were effectively carried out to promote their reintegration into society. Efforts were made to comprehensively protect the legitimate rights and interests of minors, with over 2,200 civil cases involving minors supported for prosecution, more than 6,300 cases of public interest litigation for the protection of minors handled, and over 20,700 guardians issued with "supervision and guardianship orders". The number of prosecutions for crimes against minors decreased by 1.9% year-on-year, and the number of cases involving juvenile prosecution and review also decreased by 9.7% year-on-year. The number of juvenile crimes and crimes against minors both achieved a "double decline".
