The Ministry of Natural Resources issues new regulations: Strengthening urban development boundary management.
Journalists learned today from the Ministry of Natural Resources that in order to strengthen and regulate the management of urban development boundaries, the Ministry of Natural Resources has formulated and implemented the "Regulations on the Management of Urban Development Boundaries", which stipulate the delineation, implementation, adjustment and maintenance guidance of urban development boundaries, guiding the intensive and compact development of urban areas, and promoting the continuous optimization of urban spatial layout. As the basic system document for the management of urban development boundaries, the "Regulations" optimize the design of the entire chain and process around delineation, implementation, adjustment and maintenance. It is specified that the delineation of urban development boundaries must adhere to the bottom line of resource security, avoid encroaching on contiguous high-quality farmland and natural ecological spaces, and high-risk geological disaster areas that are unsuitable for urban construction. It is necessary to define the scale of new construction land within the urban development boundaries, strictly control the occupation of farmland, forests, wetlands, etc., and shift urban development from "relying on new land" to "activating existing space." At the same time, the "Regulations" require all regions to further strengthen the management of urban construction land scale, structure, and other aspects, improve urban functions, and enhance spatial quality.
