The National People's Congress is about to convene in 2026, and several draft laws will be submitted for deliberation, including the draft of the Ecological Environment Code. As China's second law to be named a "code," this legislation covers aspects such as pollution prevention and control, ecological protection, and green low-carbon development. The third draft of the bill clarifies the management of monitoring agencies' records, credit restoration mechanisms, straw burning management, and strengthens the role of judicial authorities in environmental protection. New provisions also include enhancing responses to "human-wildlife conflicts" and the control of cross-regional illegal dumping of waste, demonstrating the humanistic and scientific nature of the legislation.
