It will coordinate energy and economy, quantity and structure, national and regional, domestic and international, optimize the layout and flow patterns of energy resource bases, strengthen energy self-sufficiency and cross-provincial resources allocation coordination. It aims to increase the self-sufficiency of energy in the eastern region and strive to achieve that more than 70% of the energy consumption increment in the "13th Five-Year Plan" will be satisfied by production in the region. It will promote the better transformation of resource advantages in the western region into development advantages, strengthen industrial relocation and clean energy coordination layout. It will coordinate and optimize the layout of key energy channels and create important energy product circulation corridors.
