Recently, reporters learned from the Ministry of Water Resources that since the "14th Five-Year Plan", China has implemented a total of 12 billion yuan in central subsidies for the operation and maintenance of small-scale reservoirs, guiding localities to further solidify the primary responsibility of the county-level people's governments for the operation and maintenance of small-scale reservoirs, historically solving the problem of "lack of funds for management" of small-scale reservoirs. This is a microcosm of China's deepening reform of water conservancy engineering management system. It is understood that about 95% of reservoirs in China are small-scale reservoirs, which play an important role in flood control and disaster reduction, agricultural irrigation, water supply guarantee, and other aspects. In recent years, the Ministry of Water Resources has guided localities to focus on the reservoir management system, actively carry out reform exploration and practice, implement funds for the operation and maintenance of small-scale reservoirs, comprehensively promote specialized operation and maintenance models for small-scale reservoirs, explore pilot projects for real estate registration of reservoir projects, forming a new situation of equal rights and responsibilities and benign operation, and the overall appearance of reservoir projects has been completely renewed. The relevant person in charge of the Ministry of Water Resources introduced that they will improve the operation mechanism of major water conservancy projects, promote the formation of a system of operation and management guarantee with complete system, intelligence empowerment, and efficient supervision, and achieve high-level operation and efficient management of water conservancy projects.
